Administration
The Foundation is administered by a Board of Trustees elected
at the Annual Meeting during the Annual Association Conferences.The
Board consists of five (5) elected Trustees from the Alberta Elks
Association and two (2) elected Trustees from the Alberta Royal
Purple Lodges Association. From this board is selected a Chairman
and Vice Chairman. No Trustee shall serve more than three (3)
consecutive terms.The Secretary-Treasurer shall be appointed annually
by the Board of Trustees.
The Duties of the Trustees are:
To take charge of and the direction
of its affairs and shall be the governing body of the Foundation
between the Annual Meetings of the Foundation. They shall perform
such other duties as may be necessary to protect the interest
of and promote the objectives of the Foundation.
Control all finances and recommend
ways and means of raising funds to defray the expenses of the
Foundation and report all its acts to the next Annual Meeting.
Submit a report to the Annual Meeting,
of its activities during the term of office and a Financial
Report of the previous twelve months.
How does the Foundation get its Funds:
Donations from lodges and individual
members of both Orders.
Outside fund raising (i.e.) Raffles,
Casino's etc.
Donations of Tabs and other recyclable
materials which are sold for cash.
Interest generated by the investments
of funds.
General Grant Procedures:
All applications must be prepared
and sponsored by a member lodge of the Elks or Royal Purple
within the jurisdiction of the Alberta Elks Association and
the Alberta Royal Purple Lodges Association.
All applications for grants shall
be made on the forms prescribed as issued by the Board of Trustees.
Any application of $2,000 or less
may be considered by the Trustees at any time of the year and
granted if deemed appropriate. Any application exceeding $2,000
must be submitted to the Secretary-Treasurer of the Board and
must be received at least thirty (30) days prior to the date
of the Annual Meeting to be eligible for consideration by the
membership at the meeting.
Financial assistance to a lodge project
will be limited to not more than the Lodge financial contribution
to the project and shall not exceed $3,000.00 per project. The
Board of Trustees will have the authority to consider extenuating
circumstance in regard to this regulation if requested by a
lodge making an application.
Applications for funding assistance
on continuing specific projects will be considered only once
in any three (3) year period.
Tabs for Tots:
Collection of pull tabs from beverage
cans and other donated metals are sold and turned into cash
by the Foundation and is also supported by direct donations
from the Lodges within the boundaries of the Alberta Elks Association
and the Alberta Royal Purple Lodges Association.
Collected funds are utilized to purchase
specialized equipment for delivery rooms, nurseries, and paediatric
wards of regional hospitals and health units. All equipment
remains as the property of the Alberta Elks Foundation and is
on long term loan to the recipients.
All applications must be prepared

within the jurisdiction of the Alberta Elks Association and
the Alberta Royal Purple Lodges Association. All applications
for grants shall be made on the forms prescribed as issued by
the Board of Trustees.
Applications will be considered once
per year at the time on the Annual Meeting. All applications
must be to the Foundation Secretary-Treasurer by May 1st to
be considered by the Trustees.
Due to the limited funds available
the Trustees shall endeavour to process applications in a manner
to provide equitable distribution over the jurisdiction of the
Foundation,
Disaster Assistance:
Provide of immediate financial assistance
to families who experienced a disaster by fire, flood or other
means resulting in the loss of personal belongings. Grant from
the Foundation must be matched by the Lodge submitting the application.
Immediately after a disaster striking
a family a Lodge Secretary may contact the Foundation Secretary-Treasurer
for the processing of a cheque for $500.00. The cheque will
be sent to Lodge with appropriate forms to be filled out and
returned.
Applications may be made at any time
of the year.

Special Project of the Foundation:
I.S.T.A.R. (Institute for Stuttering Treatment and Research)
" Located at the University of Alberta in Edmonton and
a satellite clinic in Calgary.
" Mandate is to treat stuttering in children and adults
through a long term therapy and rehabilitation program.
" Follow-up is provided through refresher clinics.

" Supported by annual grants from the Alberta Elks Foundation
and Elks/Royal Purple Fund for Children.
" Also supported by direct donations from Alberta Elks
and Royal Purple Lodges as well as individuals.
" Subsequent financial assistance for clients can be obtained
by having the local lodges make application through the regular
grant application procedure.
" The Alberta Elks Foundation became founding donors in
1985. Other long term donors have supported ISTAR but it is
the Elks and Royal Purple that are still the major contributors.
The Elks and Royal Purple Fund for Children have also been supportive
of the ISTAR Program with support of the position of "Elks
Clinician" as well as other contributions. Since 1985 over
1.8 million dollars has been donated from all Elks and Royal
Purple sources.
" In June 2003 The Alberta Elks Foundation set a project
target of $1.5 million for an ISTAR New Home project. Over the
years since then project has evolved into the new home being
included in new construction on the University of Alberta campus.
June 2007 at the Annual Meeting members voted to convert the
building project to a Futures Fund. This renewed project retains
the target of $1.5 million but allows the flexibility to provide
long term stability for ISTAR.
Awards of the Alberta Elks Foundation
We currently have four trophies given each year at the Annual
Meeting to recognise the outstanding efforts of our member Lodges
in the support of our programs.
THE BILL HILZ PLAQUE is awarded to
the Lodge making the largest single contribution to the Foundation.
All ELKS and Royal Purple lodges within the jurisdiction of
the Alberta ELKS Foundation will be eligible.
THE BOB MANNING PLAQUE is given to
the Lodge making the highest per-capita overall cash donation
to the Foundation. All ELKS and Royal Purple lodges within the
jurisdiction of the Alberta ELKS Foundation will be eligible.
ALBERTA ELKS FOUNDATION TOTAL CONTRIBUTION
AWARD is a trophy to be awarded to the combined District that
has made the highest total contribution to the Tabs for Tots
program each year.
a) The criteria to be used to determine the winner is as follows:
i) The competition will be inter-district and will be the combined
totals of all contributions of the ELKS and Royal Purple lodges
in the district.
ii) The trophy will be awarded based on the total cash value
of the tabs and all other metals contributed as well as all
cash donations.
iii) The fiscal period will be from May 16 to May 15 of each
year
iv) All ELKS and Royal Purple lodges within the jurisdiction
of the Alberta ELKS Foundation will be eligible.
TABS FOR TOTS AWARD is a trophy to
be awarded to the combined District that has made the highest
total contribution of tabs to the Tabs for Tots program each
year.
a) The criteria to be used to determine the winner is as follows:
i) The competition will be inter-district and will be the combined
totals of all contributions of the ELKS and Royal Purple lodges
in the district.
ii) The trophy will be awarded based on the total weight/cash
value of the tabs contributed.
iii) The fiscal period will be from May 16 to May 15 of each
year
